Asia Pacific Inter-Agency Task Team for HIV Young Key Affected Populations — 2012 Annual Report of Activities

The Asia Pacific Inter-Agency Task Team for HIV Young Key Affected Populations was established in 2009 to promote coordinated support from UN agencies and civil society partners to meet the HIV prevention, treatment, care and support needs of young people from key populations including: young men who have sex with men, young transgender people, young people who inject drugs, young people living with HIV, and young people selling sex. The Task Team is an informal working group that includes as its members a wide range of UN and civil society partners. Membership is open to any organization interested in working collaboratively to support the HIV prevention, treatment, care and support needs of young key affected populations (YKAP). Nearly 20 agencies currently participate. In 2012, the Task Team was jointly chaired by the Coalition of Asia Pacific Regional Networks on HIV/AIDS (Seven Sisters) and UNESCO. The Task Team annual reports demonstrates that 2012 was a significant year for the Task Team in:

Ensuring the meaningful engagement of YKAP in relevant strategic processes

• Developing the capacity of policy makers and programmers working with YKAP

• Ensuring that capable and effective young leaders from key affected populations are collaboratively engaged in the response to HIV&AIDS

• Ensuring that YKAP are prominently featured at important international forums

• Ensuring that the data are available to further support the need for YKAP-specific programming
This includes, for example:

• Raising the profile of issues facing young people from key populations though
various national, regional and international fora such as the International AIDS Conference;

• Developing capacity to address the needs of young people from key populations, including through a regional training of trainers for the NewGEN Asia Leadership Short Course and national courses in Indonesia, Myanmar and the Philippines;

• Strengthening and sharing the evidence base, including compiling good practice and advocating for the need for better strategic information on YKAPs, demonstrated through the facilitation of an “Experts Meeting on Methodologies for Obtaining Strategic Information on Young People at Higher Risk of HIV Exposure” in Bangkok, Thailand.

Overall, the Task Team mechanism is a brilliant example of stakeholders working collaboratively, and including youth as equal stakeholders. The Task Team believes that 2013 will be another busy and rewarding year as they endeavor to address the specific needs of YKAP, and ensure the meaningful and strategic participation of YKAP at all levels of the AIDS response. Rotation of the chairing functions occurred at the beginning of 2013, and this function is now jointly shared between UNAIDS Asia-Pacific Regional Support Team and Youth LEAD.
